Principal of Léonie Cowen & Associates, Léonie is a recognised expert with an extensive track record. She has a ‘can do' approach based on a deep understanding of how to achieve successful outcomes despite legislative constraints. She is renowned for her skill in advising on delivery of successful commissioning and procurement (particularly for children's and adults services, leisure and cultural services), achieving sustainable social enterprise and commercial models (including LATCOs/Teckal companies). Recently, she has advised extensively on the meaning and impact of the Public Contract Regulations 2016 and Concession Contracts Regulations 2016 and how to deliver effective procured outcomes especially for "light touch" services.
A qualified mediator, her varied professional and management background has given her a unique blend of public sector experience allied to an appreciation of the commercial realities of achieving sustainable value for money public sector projects and the governance structures required to achieve these. She is equally at home in advising officers, local authority members and boards.
Léonie was a visiting lecturer at the Institute of Local Government Studies (University of Birmingham) for many years, contributing the legal slot to the accredited Social Care Commissioning and Contracting Programme. She is a regular contributor to the National Children and Adults Training and Commissioning Conferences, MBL and other training providers where she lectures on commissioning and procurement, delivering sound new governance models, collaborative working, the potential impact of Brexit, TUPE and LGPS.Léonie has held several public appointments. She spent fifteen years in London local government; was Director of Law and Administration and Deputy Chief Executive at Camden (1988-9) and before that Chief Solicitor at Barnet (1985-8).
Andrew is a property and corporate law specialist. He has an extensive track record in delivering tax efficient property structures for the firm's projects as he understands how to deliver effective property and governance documents which maximise the benefit for local authorities and their partners. Andrew brings a private sector perspective to the firm's projects.
A consultant with Léonie Cowen and Associates for over 25 years, prior to that he was a partner in a West End firm where he advised a number of major commercial companies including property developers and investors, retail chains and UK and overseas banks and finance houses. He has also acted for a range of charitable and voluntary organisations including some nationally recognised charities. He also advises on employment law and practice and corporate governance.
