  • WLGA/National Commissioning Board: Pan-Wales training and support on the Public Procurement Regime, its Implications for Social Care Commissioning and Procurement and potentially the legal aspects of the Toolkit on commissioning social care.

  • National Commissioning and Contracting Training Conferences for Children’s and Adult Services: Léonie has been a main conference lecturer and delivered workshops at both conferences for many years on a range of legal topics, in 2017, Léonie jointly delivered the final Keynote Session with iMPOWER on the future of commissioning children’s services and also delivered a workshop on anti-competitive practices, confidentiality and an update of legal issues. In previous years she have delivered Keynote Sessions and Workshops on topics such as Effective Procurement Law and Practice, the Public Procurement Regime and Social Enterprise.

  • National Association of Independent Schools and Non-Maintained Special Schools (“NASS”): Léonie has delivered sessions at a workshop jointly sponsored by NASS and others on keeping procurement legal and effective for children’s services and at NASS’s National Conference on the new public procurement regime its interrelation with the Children and Families Act 2014 and its implications for independent and special schools.

  • Central Law Training (“CLT”): Léonie has delivered extensive training for CLT since 2006, most recently Chairing the very successful 2016 Conference Land Disposals and Developments for Local Authorities where she delivered two sessions on public sector land transactions and the property implications of outsourcing and before then on diverse topics including corporate governance and managing risk, joint ventures, local government law and drafting contracts.

  • The Institute of Local Government Studies (University of Birmingham): Léonie delivered the legal module on the certificated Social Care Commissioning and Contracting Course both on campus and on an in-house basis across Great Britain for many years.

  • ISRM (now CIMPSPA) and Sporta: Léonie has delivered national and regional workshops in England and Wales on culture and leisure contracting and trusts and the options.

  • In-house Training for West London Alliance and Many Other Authorities: Léonie has delivered bespoke training throughout England and Wales on public procurement, models of services delivery for public sector services and social care commissioning and contracting.
